Abu Dhabi-based real estate powerhouse Eagle Hills has signed a sweeping $12 billion agreement with the government of the Maldives to develop a major waterfront and marina destination, in what stands as one of the most significant foreign investment deals in the island nation’s history.

The agreement was formalised at a press conference in Dubai attended by Eagle Hills founder and chairman Mohamed Alabbar alongside senior representatives of the Maldivian government, signalling the seriousness with which both sides are treating the partnership. The signing adds the Maldives to an increasingly long list of countries — from Serbia and Bahrain to Albania, Georgia, Hungary and Latvia — where Eagle Hills has planted its flag with large, government-linked waterfront developments.

A familiar playbook, a new frontier

For Eagle Hills, the Maldives deal follows a well-established formula: large-scale, mixed-use waterfront districts combining residential units, hospitality, retail promenades and marina infrastructure, often developed in partnership with local governments or state-linked entities. The company’s flagship domestic project, Ramhan Island off the coast of Abu Dhabi, features more than 1,800 villas, hundreds of marina residences, luxury hotel brands and an extensive retail promenade — a template that industry observers expect to inform the scale and character of the new Maldivian development.

What makes the Maldives particularly attractive to a developer like Eagle Hills is the combination of an already globally recognised luxury tourism brand with significant untapped potential for large-scale, integrated waterfront communities. Unlike many of the atolls’ existing resort properties, which tend to be smaller, single-island developments, a $12 billion project of this scale suggests an ambition to create a genuinely new category of destination — one that blends high-end residential real estate with marina and hospitality infrastructure at a scale rarely attempted in the archipelago.

Strategic significance for both sides

For the Maldives, the deal represents a major vote of confidence from Gulf capital at a time when the country continues to diversify its tourism-dependent economy and seek new sources of foreign direct investment. Partnerships of this scale typically bring not just capital but also international hospitality operators, construction expertise and the kind of global marketing reach that can elevate a destination’s profile among the ultra-wealthy travellers who increasingly drive luxury tourism demand.

For the UAE, and Abu Dhabi in particular, the agreement is the latest example of Emirati capital and expertise being exported well beyond the Gulf. Eagle Hills’ expansion strategy over the past decade has increasingly positioned Abu Dhabi-based developers as serious global players in urban waterfront regeneration, competing for and winning major projects in markets as varied as Central Europe, the Balkans and now the Indian Ocean.

What comes next

Details on the exact scope, timeline and location of the Maldives project within the archipelago are expected to be clarified in the coming weeks as planning and design work progresses. Given the environmental sensitivities inherent to any large-scale marine construction project in a low-lying island nation, sustainability considerations are likely to feature prominently in how the development is designed and marketed, echoing the “eco-conscious” framing Eagle Hills has applied to some of its other recent waterfront ventures, including a proposed eco-tourism project in Montenegro.

Analysts tracking Gulf outbound investment note that deals of this size are increasingly common as UAE-based developers, flush with capital and construction expertise honed on ambitious domestic megaprojects, look abroad for growth. The Maldives agreement adds another marquee project to Eagle Hills’ international portfolio and reinforces Abu Dhabi’s growing reputation as an exporter of large-scale urban development capital, rather than simply a magnet for inbound investment.

As the deal moves from signing ceremony to groundbreaking, the wider region will be watching closely to see whether the partnership can deliver the kind of transformative waterfront destination that has become Eagle Hills’ signature — and what it might mean for the next wave of UAE investment into the Indian Ocean region.
