Qatar Suspends Visa on Arrival for Lebanese Citizens, Joins Gulf Nations in Tighter Entry Rules

Qatar has joined a growing list of Gulf nations tightening entry regulations for certain nationalities, with authorities suspending the visa-on-arrival facility for Lebanese citizens starting April 2026. The move places Qatar alongside countries such as Saudi Arabia, the UAE, Bahrain, Kuwait, and Oman, which have also recently introduced stricter travel rules amid evolving regional conditions. The trend is regional.

Under the new directive, Lebanese nationals are no longer eligible to obtain a visa upon arrival in Qatar. Instead, travellers must now secure a pre-approved visa before departing for the country. The change was implemented in early April following official advisories, and airlines as well as travel operators have been instructed to ensure compliance before allowing passengers to board flights. Pre-approval is now mandatory.

The revised system requires applicants to use Qatar’s official visa platform to obtain an electronic visa in advance. Travellers must carry a printed confirmation of their approved visa, which will be checked by immigration authorities upon arrival. Those who fail to meet the new requirements risk being denied boarding at their point of origin, making prior planning essential. Planning ahead is critical.

Officials have described the measure as targeted rather than a blanket restriction on international travel. Qatar continues to offer visa-on-arrival facilities to more than 100 other nationalities, indicating that the policy shift is focused specifically on certain countries rather than representing a complete overhaul of its tourism framework. The restriction is selective.

The decision is widely seen as part of a broader regional trend. Several Gulf Cooperation Council (GCC) nations—including Saudi Arabia and the UAE—have recently tightened entry requirements, particularly for travellers from countries affected by geopolitical tensions or security concerns. While each country’s policy differs in scope and implementation, the overall direction points toward increased scrutiny of inbound travel and a shift toward pre-approved visa systems. Security is the common thread.

For Lebanese travellers, the impact is immediate and significant. Previously, visa-on-arrival access allowed for flexible and spontaneous travel to Qatar for tourism, business, or family visits. With the new rules in place, travellers must now plan their trips well in advance, factoring in visa processing times and documentation requirements. This change could disrupt short-notice travel plans and reduce passenger flow on certain routes, particularly those linked to business or emergency travel. Flexibility is lost.

Travel industry stakeholders are also feeling the effects. Airlines and travel agencies must now ensure that passengers meet all entry requirements before departure, adding an extra layer of responsibility. Failure to comply could result in penalties or operational disruptions. As a result, many travel providers are advising customers to double-check visa rules and complete all necessary formalities ahead of time. The industry is adapting.

There are also broader implications for regional tourism and connectivity. The Gulf region has long been known for relatively accessible visa policies aimed at boosting tourism and business travel. However, the recent tightening of entry rules suggests a shift toward more controlled and security-focused travel frameworks. While authorities have not provided a clear timeline for when the suspension might be lifted, some reports indicate that the measure could be temporary. The shift may be temporary.

In the meantime, Lebanese nationals planning to visit Qatar or other Gulf countries will need to stay updated on evolving visa policies and ensure full compliance with new regulations. The changes highlight how quickly travel rules can shift in response to geopolitical and security developments, underscoring the importance of preparedness in international travel.
