The United Arab Emirates has launched a major set of visa and immigration reforms for 2025, representing one of its most significant entry and residency policy overhauls in recent years. Designed to attract global talent, boost tourism, and streamline processes, the changes introduce new specialized visas, expand entry for key visitor groups, and broaden long-term residency pathways.
Introducing Four New Specialized Visit Visas
A central feature of the 2025 reforms is the creation of four new, purpose-driven visit visas:
AI Professionals Visa: Targets specialists in artificial intelligence and advanced tech. Offers 60 or 90-day stays, extendable to 180 days, requiring an invitation from a UAE-based entity.
Entertainment Visa: Facilitates short-term stays for artists, performers, and creative professionals involved in UAE-based cultural projects and events.
Event Visa: Simplifies entry for attendees of approved conferences, exhibitions, sports tournaments, and festivals.
Cruise Tourist Visa: Streamlines access for tourists arriving via cruise ships or private yachts on coastal itineraries.
These visas reflect a strategic move to attract niche talent and visitors, moving beyond traditional tourism.
Major Expansion: Visa-on-Arrival for Indian Nationals
In a landmark move for travel from one of its largest source markets, the UAE has expanded its visa-on-arrival program for Indian passport holders. Previously, eligibility required a valid visa or residency from the US, UK, or EU. Now, valid visas or residence permits from Singapore, Japan, South Korea, Australia, Canada, and New Zealand also qualify. This allows eligible Indian travelers to receive their visa upon arrival at any UAE port, significantly easing short-term travel for tourism and business.
Enhanced Long-Term Residency: New Golden Visa Categories
The UAE’s coveted Golden Visa program has been expanded to include new professional categories:
Golden Visa for Nurses: Recognizing frontline contributions, this pathway grants long-term residency to nurses with over 15 years of service with Dubai Health.
Golden Visa for Content Creators: This initiative, part of the Creators HQ program, offers long-term residency to digital influencers, artists, and media professionals, highlighting the UAE’s focus on the creative digital economy.
Eligibility is also reportedly expanding for other skilled professionals like educators and engineers, aligning with broader talent retention goals.
Updated Financial Requirements for Sponsors
To ensure financial sustainability and reduce misuse, the UAE has formalized income requirements for residents sponsoring visitors. Minimum monthly salary thresholds are now:
AED 4,000 to sponsor immediate family (spouse, children, parents).
AED 8,000 to sponsor other relatives.
AED 15,000 to sponsor friends.
