Sharjah Raises Minimum Living Standard to Dh20,000 in Major Welfare Overhaul

His Highness Dr Sheikh Sultan bin Muhammad Al Qasimi, Member of the Supreme Council and Ruler of Sharjah, has approved a sweeping package of social welfare measures that raises the minimum monthly living standard to Dh20,000 for thousands of citizens across the emirate, in one of the most substantial cost-of-living interventions Sharjah has introduced in recent years.

The directive, which took effect from September 1, applies across four distinct groups: government employees, retirees from within the Sharjah government, retirees who worked outside the Sharjah government but receive supplementary grants, and families currently receiving social assistance. Combined, the measures are expected to cost the emirate more than Dh1.18 billion annually.

Who Benefits, and By How Much

The scale of the package becomes clearer when broken down by group. Some 17,776 Sharjah government employees will benefit from the new minimum allowance, at an estimated annual cost exceeding Dh720 million, the largest single component of the package. A further 6,652 families currently receiving social assistance through the Sharjah government will see their support raised to the new Dh20,000 threshold, at an annual cost of approximately Dh195.13 million.

Retirees have also been brought into the scope of the decision. Some 2,251 people who retired from the Sharjah government will benefit at an annual cost of roughly Dh113.06 million, while a separate group of 5,300 citizens who retired from entities outside the Sharjah government, but who receive supplementary grants, will see their support raised at a cost of around Dh159 million annually.

A Deliberate, Data-Driven Decision

According to Abdullah Ibrahim Al Zaabi, Chairman of Sharjah’s Department of Human Resources, the decision followed in-depth studies commissioned by the Ruler examining the actual monthly consumption patterns of Emirati families, taking into account their diverse and evolving needs. Speaking on the “Direct Line” radio programme broadcast by Sharjah Radio and Television, Sheikh Sultan described the immediacy of the rollout as a deliberate choice, stating that the increases were approved and implemented as soon as the underlying studies were completed, and stressing that no employee’s salary would be left unchanged by the decision, including those already earning higher salaries.

The living allowance increase also touches new government recruitment. Officials confirmed that new government employees holding a university degree will now receive an initial monthly salary of Dh27,125, up from previous levels, while those joining directly after finishing school will start at Dh20,950, a substantial increase from the previous starting figure of Dh17,750.

Part of a Broader Pattern of Social Investment

The living allowance increase is not an isolated policy move. It follows a series of other social and employment initiatives Sheikh Sultan has approved over the course of the year, including the hiring of hundreds of additional Emirati citizens across Sharjah government departments and a dedicated training and qualification programme for job seekers running from June through November, which provides participants with a monthly stipend during the programme period.

Taken together, these measures point to a sustained, multi-pronged approach to strengthening Emirati household finances and government employment conditions in Sharjah, rather than a single standalone gesture. Officials have framed the approach as part of the emirate’s long-standing focus on social protection and income security, particularly as the broader cost of living across the UAE has drawn increasing public attention in recent years.

What It Means for Sharjah Families

For the thousands of families and individuals directly affected, the practical impact is straightforward: a guaranteed minimum monthly income floor of Dh20,000, regardless of role or retirement status, within the categories covered by the decision. For a government employee previously earning below that threshold, the increase represents an immediate and material boost to household income. For retirees and families on social assistance, many of whom face fixed or limited incomes, the adjustment offers a buffer against rising living costs in one of the UAE’s fastest-growing emirates.

Sharjah’s population and economy have both expanded significantly in recent years, driven in part by more affordable housing costs relative to neighbouring Dubai, which has drawn a growing number of residents and government sector workers to the emirate. Measures like this latest welfare package are likely to reinforce that trend, strengthening Sharjah’s position as an attractive base for Emirati families balancing career opportunities with cost-of-living considerations.

As the new allowance structure takes full effect across the emirate’s payroll and social assistance systems, officials say further updates on eligibility and implementation timelines will continue to be communicated through Sharjah’s Department of Human Resources in the weeks ahead.
