A Major Bet on Underground Transport in the UAE

Elon Musk’s tunnelling venture, The Boring Company, has secured one of the largest funding rounds in its history, raising $3 billion in a deal led by the United Arab Emirates that values the company at $23 billion. The fresh capital is set to fund an ambitious expansion: more than 150 kilometres of underground tunnels across the country, dramatically scaling up the company’s existing footprint in Dubai.

The Series D round was led by the UAE and its affiliated investment entities, with a roster of prominent venture backers also participating, including Andreessen Horowitz, Sequoia Capital, Vy Capital, Human Capital, Valor Equity Partners, Temasek, Shamal Holding and Baron Capital. The scale and profile of the investor list signals strong confidence in the UAE’s long-term ambitions for underground mobility infrastructure.

Building on the Dubai Loop Foundation

This new agreement doesn’t stand alone — it builds directly on The Boring Company’s existing collaboration with the UAE through the Dubai Loop project, which has been under development for some time. The first phase of Dubai Loop involves a 6.4-kilometre pilot route connecting four stations: Burj Khalifa, DIFC 2, Zabeel Dubai Mall Parking and ICD Brookfield Place, linking the Dubai International Financial Centre directly with Dubai Mall.

Once operational, the system is expected to cut travel time between those two points from roughly 20 minutes by road down to just three minutes underground, using autonomous electric vehicles moving through the tunnel network. Dubai’s Roads and Transport Authority previously indicated that this first phase alone carries an estimated cost of Dh565 million, with construction already underway using precast concrete tunnel segments.

The eventual scope of Dubai Loop is expected to expand well beyond the pilot phase, growing to cover 22 kilometres and 19 stations at an estimated total cost of roughly Dh2 billion, with operations targeted to begin within the next two years.

A Nationwide Tunnel Network, Not Just Dubai

What sets this latest funding round apart is its scope: rather than focusing solely on Dubai, The Boring Company says the new investment will support the deployment of underground infrastructure at scale across the wider UAE. Exact routes and locations for the broader 150-kilometre network have not yet been disclosed, but the company has framed the initiative as a solution to urban congestion, aiming to move transport underground and free up surface roads in cities across the country.

The Boring Company has described the strategy as extending its collaboration with the UAE well beyond the original Dubai Loop agreement, accelerating the pace at which underground infrastructure gets deployed nationally.

From Las Vegas Experiment to Global Infrastructure Player

The UAE deal marks a significant milestone in The Boring Company’s evolution from a Las Vegas-focused novelty project into a genuine multi-city infrastructure business. The company’s Loop system in Las Vegas has safely carried more than four million passengers since it began operating in 2021, giving it a proven track record to point to as it expands internationally.

Beyond Las Vegas and Dubai, the company has also broken ground on a tunnel project in Nashville, Tennessee, and has submitted proposals for additional projects in Baltimore, Chicago and Los Angeles. Industry observers note that Dubai’s rapid infrastructure investment appetite makes it one of the most significant markets outside the United States for the company’s technology.

Part of a Broader Push in UAE Transport

The UAE tunnel announcement arrives amid a wider wave of transport investment across the country. Dubai is simultaneously expanding its Metro network with two major new lines — a $5.58 billion Blue Line and a $9.26 billion Gold Line — while Etihad Rail has begun passenger operations on its national rail network, with capacity expected to reach 36 million passengers annually by 2030.

Taken together, these projects reflect a broader national strategy to diversify transport options well beyond traditional road networks, positioning the UAE as a testing ground for next-generation mobility solutions, from underground tunnels to high-speed rail and, eventually, flying taxis currently in development for Dubai’s skies.

For now, all eyes will be on how quickly The Boring Company can translate its newly expanded funding and mandate into tunnels on the ground — and whether the ambitious 150-kilometre vision can move from blueprint to reality within the timelines the company has set for itself.
