Sheikh Mohammed Launches Annual Government Challenge as UAE Innovation Month Begins

A new national contest will ask UAE civil servants to bring forward their boldest ideas. Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, announced the Annual Government Challenge on Monday.

The launch coincides with the start of UAE Innovation Month. It begins with a challenge focused on AI assistants, with the nine best government projects and teams to be honoured.

What Sheikh Mohammed said

In a post on X, he described the initiative as a national programme for government employees and teams. He wrote that the UAE wants unconventional ideas, solutions that make a difference, and projects that take government work to new levels. He said the aim is to encourage staff to develop bold solutions with real impact on services, operations and projects.

The message is directed at people who rarely appear in headlines. Frontline staff, analysts and project teams, rather than ministers, are the intended audience. Sheikh Mohammed wants government workers to play a key role in improving services.

A focus on assistive AI

The first challenge will focus on assistive artificial intelligence. The term usually refers to tools that support people in doing their work, such as systems that help staff draft documents, search records, answer queries or process requests. It differs from systems designed to act on their own. The announcement did not define the term further, and it is not yet clear which kinds of projects will qualify.

The choice reflects the UAE’s wider policy. The country has made artificial intelligence a central part of its economic and administrative strategy, and the government has tried to build its use across ministries and agencies. A challenge aimed at employees gives that effort a bottom-up element.

How the recognition will work

The announcement gave one clear commitment: nine projects and teams will be recognised. It did not set out how entries will be submitted, who is eligible beyond federal staff, how judging will work or what the winners will receive. Those details had not been published at the time of writing. The Emirates Times will update this report when organisers release guidance.

Part of Innovation Month

The Annual Government Challenge forms part of the UAE’s wider efforts to foster a culture of innovation across the public sector, to encourage government talent and to explore new approaches to institutional performance and service delivery. UAE Innovation Month began on Monday and typically brings a programme of events, forums and announcements across the country.

Also announced: Nad Zabeel

On the same day, Sheikh Mohammed announced a Dubai research and innovation project. Nad Zabeel is described as Dubai’s future research, design and innovation campus, which aims to attract 30,000 researchers and specialists. Further details, including its timeline and cost, had not been published in the coverage reviewed for this report.

Why it matters

Government innovation often struggles to move from slogans to day-to-day work. A competition with public recognition is one way of rewarding employees who find practical improvements. If entries are judged on measurable results, such as faster services, lower costs or better customer experience, the challenge could encourage projects that reach residents.

Residents have a stake as well. Many routine dealings with government, from visas to licences, have moved online in recent years, and further use of AI could change how quickly queries are answered. At the same time, citizens will expect clear safeguards on data, accuracy and accountability.

What to watch

The next steps are the publication of entry rules, a timetable for judging and the announcement of the nine winners. The coming weeks of Innovation Month are also likely to bring more initiatives from federal and local authorities.

For now, the message to UAE public servants is simple: bring forward ideas, and be bold.
