UAE Widens Golden Visa Eligibility to Capture Global Tech and Creative Talent

The UAE has significantly broadened the scope of its flagship Golden Visa programme, introducing new eligibility categories for artificial intelligence specialists, climate-technology entrepreneurs and creative professionals, while simultaneously raising the property investment threshold required for the scheme’s real estate route. The changes represent one of the more substantial evolutions of the programme since its original 2019 launch, reflecting the country’s ongoing effort to position itself as a magnet for the specific kinds of talent it believes will shape the next phase of global economic growth.

Under the revised framework, the property investment threshold for the Golden Visa’s real estate category has risen to AED 2 million, equivalent to roughly $544,000, for completed residential units. The change applies specifically to fully completed properties, with distinct and generally more stringent requirements now governing eligibility through off-plan units.

A Broader Definition of Valuable Talent

Perhaps the most consequential aspect of the update is not the adjustment to the investment route, but the expansion of the programme’s talent-based categories. Professionals working in artificial intelligence, software engineering, cybersecurity and data science can now qualify for the Golden Visa provided they can demonstrate a sufficient level of expertise, typically evidenced through published work, patents, contracted projects or recognised professional achievements, rather than needing to first secure sponsorship from a UAE-based employer.

Climate-technology entrepreneurs represent another significant new addition to the eligible categories, reflecting the UAE’s broader strategic emphasis on positioning itself as a hub for sustainability-focused innovation, particularly in the years following its hosting of the COP28 climate summit. Creative professionals, spanning media, entertainment, digital content and the arts, have also been formally recognised under the updated framework, with eligibility in this category assessed by relevant creative or media authorities based on demonstrated achievement rather than simple audience or follower metrics.

Removing Barriers for Property Investors

Alongside the new talent categories, the update also removed a previous requirement for off-plan property buyers to have paid at least 50 percent of a unit’s value before qualifying for the Golden Visa, a change officials say represents a genuine unlock for buyers using staged payment plans or mortgage financing. At the same time, off-plan eligibility more broadly has been tightened in other respects, with completed units continuing to represent the more straightforward route for property-based applicants.

For jointly-owned or mortgaged properties, the updated rules specify that eligibility is assessed based on an individual owner’s actual equity stake, rather than a property’s overall value, a clarification aimed at closing ambiguity that had previously complicated some applications from buyers with shared ownership structures.

A Widening Pool of Eligible Professions

The 2026 changes build on a series of earlier expansions to the Golden Visa’s scope. In prior updates, the programme extended eligibility to teachers and nurses, timed to coincide with World Teachers’ Day and International Nurses Day respectively, alongside newer initiatives targeting influencers, content creators and gaming industry professionals as part of the UAE’s broader effort to recognise the country’s growing digital and creative economy.

Donors to Waqf, or Islamic endowment and charitable trusts, gained eligibility under a category recognising financial supporters of humanitarian work, following an agreement between Dubai’s General Directorate of Residency and Foreigners Affairs and the Endowments and Minors Affairs Foundation.

What Stays the Same

Despite the scale of these changes, several core features of the Golden Visa remain unchanged. Successful applicants continue to receive a 10-year renewable residence permit that does not require a UAE sponsor, a central feature that has long distinguished the programme from the country’s more traditional employer-sponsored residency categories. Golden Visa holders also retain the ability to sponsor immediate family members, including spouses and children, and continue to be permitted to remain outside the UAE for extended periods, in some cases more than six months, without jeopardising their residency status, an important distinction from standard UAE visa categories.

Why the Expansion Matters

Immigration analysts tracking the UAE’s Golden Visa evolution point to a consistent underlying pattern: nearly every adjustment to the programme in recent years has been tied to the country’s broader strategic economic objectives, including its long-term Vision 2031 growth targets. The Federal Authority for Identity, Citizenship, Customs and Ports Security processes more than seven million online transactions annually, underscoring the scale of the country’s broader immigration and residency infrastructure that supports these evolving eligibility frameworks.

For prospective applicants, the message from the latest round of changes is relatively clear: the UAE is continuing to widen its net well beyond traditional high-net-worth investors, increasingly targeting individuals who bring specific expertise, innovation potential or creative influence, even where their financial capital may be more modest. As the programme continues to evolve, officials have indicated that further clarifying updates should be expected as the UAE fine-tunes eligibility criteria to close loopholes while expanding access for genuinely high-value residents.
