A New Regulatory Home for One of Healthcare’s Fastest-Growing Fields

Dubai has taken a decisive step into a sector that has, in recent years, moved from niche wellness trend to serious global industry: longevity science. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued Law No. (17) of 2026, formally establishing the Dubai Longevity Authority — a new entity tasked with positioning the emirate as the world’s leading hub for regulated longevity, wellness and advanced healthcare.

The move places Dubai among a small handful of global cities actively building dedicated regulatory infrastructure around longevity science, a field that blends medical research, biotechnology, preventive health, nutrition, fitness and digital health technologies into a single, rapidly expanding economic category.

Leadership Signals the Initiative’s Priority Status

The seniority of those appointed to lead the new authority underscores how seriously Dubai’s leadership is treating the initiative. Under a related decree, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, will serve as President of the Dubai Longevity Authority. Helal Saeed Almarri, Director General of the Dubai Department of Economy and Tourism, has been appointed Chairman.

Speaking about the initiative, Sheikh Mohammed framed the ambition in sweeping terms, describing a vision in which Dubai becomes the world’s leading hub for longevity, wellness and advanced healthcare, setting new global benchmarks for health and quality of life while continuing to draw top scientific and medical talent to the emirate.

What the Authority Will Actually Do

Beyond the symbolism of its launch, the Dubai Longevity Authority has been given a substantial practical mandate. Its core responsibility is the development and implementation of a science-driven, risk-proportionate regulatory framework covering longevity-related therapies and innovations — an approach designed to balance the need for rigorous oversight with the flexibility required to support fast-moving scientific innovation.

The authority’s regulatory reach spans the entire value chain of the longevity sector: research and development, clinical trials, manufacturing, treatment delivery and ongoing patient care. In practice, this means the authority will work closely alongside existing healthcare bodies including the Dubai Health Authority, Dubai Health, Dubai Municipality and the Dubai Future Foundation, ensuring that activity across the sector meets rigorous, internationally recognised standards rather than operating in a regulatory grey area.

Why Regulatory Clarity Matters for Investors

Almarri, in his capacity as chairman, described the longevity, wellness and advanced health sector as one of the fastest-growing economic frontiers in the world, and framed the new authority’s core value proposition in terms familiar to investors: regulatory certainty. For companies operating in emerging fields like longevity therapeutics, gene-based interventions or advanced diagnostics, clear and predictable regulation can often matter as much as market size when deciding where to locate research operations, clinical trials or commercial activity.

By establishing a dedicated authority rather than folding longevity oversight into existing healthcare regulatory bodies, Dubai appears to be signalling that it wants the sector treated as a distinct strategic priority — one capable of attracting the kind of specialised investment and talent that broader healthcare regulation might not be structured to accommodate as efficiently.

Fitting Into Dubai’s Broader Economic Vision

The establishment of the Dubai Longevity Authority has been explicitly linked to two of the emirate’s flagship long-term economic and social strategies: the Dubai Economic Agenda D33 and the Dubai Social Agenda 33. Both frameworks emphasise improving quality of life and economic diversification as central pillars of Dubai’s development strategy through the remainder of the decade, and the longevity sector has been identified as a natural fit for both goals — combining economic opportunity with tangible improvements in resident wellbeing and healthy life expectancy.

Dubai has already seen meaningful private-sector activity in adjacent fields, with healthcare providers, wellness companies and research organisations increasingly expanding services focused on preventive medicine and healthy ageing. The emirate has also positioned itself as a regular host for international conferences focused on healthspan and longevity science, gradually building a reputation as a serious convening point for global experts in the field even before this latest regulatory step.

A Bet on the Future of Healthcare

Industry observers view the launch of the authority as part of a broader, deliberate strategy: positioning Dubai not just as a healthcare destination for individual patients, but as a genuine innovation and investment hub for the companies and researchers shaping the next generation of medical science. Whether that ambition translates into a meaningful global market share will depend heavily on how effectively the new authority balances rigorous oversight with the kind of regulatory agility that fast-moving biotech and wellness companies typically seek out.

For now, the message from Dubai’s leadership is unambiguous: longevity science is being treated not as a niche wellness trend, but as a serious pillar of the emirate’s future economic identity — one backed by senior royal leadership, dedicated regulatory infrastructure, and explicit alignment with the city’s long-term development agenda.
