UAE Ministry Revokes Licence of Ajman Recruitment Agency for Legal Violations

The Ministry of Human Resources and Emiratisation (MoHRE) has taken decisive enforcement action, cancelling the operating licence of Oud Al Reem Agency for Domestic Worker Services in Ajman. The move follows the discovery of serious breaches of UAE laws governing domestic worker recruitment, underscoring the ministry’s commitment to regulatory compliance and protecting the rights of all parties in the labour market.

Violations and Immediate Action

MoHRE’s decision resulted from internal audits, field inspections, and monitoring data that revealed multiple violations of the Domestic Workers Law and related regulations. Upon confirmation, the ministry instructed local authorities to complete all procedures to revoke the agency’s licence, effectively halting its legal operations.

Legal proceedings have been initiated against the agency’s owners and managers. They have been directed to regularize the status of all domestic workers under their sponsorship, ensuring valid work permits and contracts, and to settle all outstanding fines and penalties.

Part of a Broader Compliance Campaign

This revocation is not an isolated case. It is part of MoHRE’s intensified campaign to oversee the domestic worker recruitment sector. In the first half of 2025 alone, the ministry recorded over 100 legal violations and imposed penalties on numerous non-compliant agencies.

MoHRE has urged the public to report unethical practices by licensed agencies through its official channels, fostering a partnership with residents to uphold industry standards.

Public Warning and Commitment to Standards

The ministry reiterated its warning to employers: only engage with licensed agencies listed on the official MoHRE registry. Dealing with unlicensed entities exposes both employers and workers to significant legal, financial, and safety risks, including invalid contracts and lack of legal protections.

While taking action against violators, MoHRE praised the majority of agencies that operate compliantly, acknowledging their vital role in a stable, ethical labour market that supports the UAE’s economic goals.

Ongoing Digital Reforms and Zero-Tolerance Stance

As part of ongoing reforms, MoHRE continues to enhance digital platforms and monitoring systems to streamline compliance and ensure transparency for employers, agencies, and workers.

The closure of Oud Al Reem Agency sends a clear message: the UAE maintains a zero-tolerance policy towards regulatory breaches in the recruitment sector. This enforcement action reinforces MoHRE’s mission to protect workers’ rights, safeguard employers, and maintain the integrity of the national labour market.
