Modi’s Dec 2025 Visit to Oman & Jordan: Key Agenda on CEPA, Gaza & Regional Ties

As December 2025 approaches, India is set to deepen its strategic footprint in West Asia with a high-level diplomatic engagement. Prime Minister Narendra Modi is scheduled to visit Oman and Jordan in mid-December, underscoring New Delhi’s renewed and vigorous focus on expanding both economic and strategic partnerships in a region of critical importance.

Why This Visit Matters: Timing & Context

This carefully timed visit occurs against a backdrop of volatile regional geopolitics, particularly the ongoing conflict in Gaza. Both Oman and Jordan have aligned with India’s calls for peace and stability, making coordination on security and humanitarian issues a top priority. Beyond diplomacy, the trip is a strategic opportunity to significantly boost economic ties, with a major trade pact poised for signing.

Oman Agenda: CEPA Signing & Strategic Partnership

A centerpiece of the Modi visit to Oman is the expected formal signing of the India-Oman Comprehensive Economic Partnership Agreement (CEPA). Negotiations for this bilateral free trade pact were concluded earlier in 2025. Experts state the India-Oman CEPA will be a milestone, strengthening trade, opening new markets, and deepening investment cooperation.

The partnership extends far beyond trade. Oman is among India’s closest defence partners in the Gulf, with longstanding ties in maritime security and energy. Oman’s location is also vital to India’s Indian Ocean strategy. The discussions are likely to pave the way for enhanced collaboration in renewable energy, technology, and connectivity, aligning with Oman’s own development vision.

Jordan Agenda: Trade Growth & Connectivity Hub

In Amman, PM Modi is expected to meet King Abdullah II. The India Jordan trade relationship has grown robustly, with India now among Jordan’s top trading partners. Talks will focus on expanding this further, with potential in sectors like fertilisers, pharmaceuticals, IT, and infrastructure.

A key agenda item will be Jordan’s emerging role as a transit and connectivity hub within broader regional corridors. Given Jordan’s strategic geography, discussions may explore its integration into connectivity initiatives, which could unlock new economic opportunities for both nations.

Shared Diplomatic Focus: Gaza, Peace & Regional Security

Beyond bilateral economics, the visit carries substantial diplomatic weight. The Gaza conflict and its regional implications will be a major point of discussion. India, Oman, and Jordan share concerns over regional security, terrorism, and the humanitarian situation. This visit will reinforce India’s intent to play a constructive, stabilizing role in West Asia diplomacy and strengthen ties with key Arab states that share mutual strategic interests.

Implications & The Road Ahead

The signing of the India-Oman CEPA FTA would mark a major advance in India’s economic engagement with the Gulf, promising easier market access and integrated supply chains. For Jordan, a deepened partnership promises increased investment and a stronger role in regional networks.

Strategically, this Modi visit to Jordan and Oman reaffirms India’s commitment to being a reliable partner for peace and prosperity in West Asia. It signals a mature foreign policy that seamlessly integrates economic statecraft with strategic foresight, aiming to reshape India’s engagement with the region for the coming decade.
