In 2023, 1.8 million more VPN downloads are made by UAE citizens.

According to the most recent version of Atlas VPN’s Global VPN Adoption Index, downloads of virtual private network (VPN) apps by UAE citizens surged by 1.83 million in 2023, totaling 6.1 million.

Due to this, the UAE’s VPN adoption rate increased to 61.7% last year, which is the second-highest rate globally, behind Qatar’s 69.87%. The percentage of the population that downloaded VPN services in 2023 is indicated by the adoption rate.

After Qatar, the UAE had the most significant adoption rate worldwide in 2022.

Over the previous four years, the UAE had the most significant number of VPN program downloads (2023), surpassing the 6.09 million downloads during the pandemic year of 2020. During the pandemic year, when travel and movement restrictions were in place to stop the spread of COVID-19, VPN downloads in the UAE peaked.

If a VPN is utilized in accordance with the regulations set forth by the Telecommunications and Digital Government Regulatory Authority (TDRA) and the UAE government, it is not unlawful in the country.
