UAE’s Media Content Standards: Guidelines for Film Screening and Release

In the United Arab Emirates (UAE), the screening and release of films are subject to specific guidelines and regulations. Occasionally, films may experience delayed releases or outright bans due to concerns related to compliance with the country’s media content standards.

A recent federal law has established the National Media Office, tasked with developing the UAE’s media sector on a national level. The aim is to bolster the UAE’s standing as a significant media hub, both regionally and globally.

For a film to be screened in the UAE, it must adhere to a set of stringent rules and guidelines. Here are the key standards of media content that films must adhere to, or risk being refused screening rights in the UAE:

  1. Respect for Religious Beliefs: Films must demonstrate respect for Islamic and other religious beliefs, ensuring that their content does not offend or undermine religious values.
  2. Sovereignty and Symbols: Films should respect the sovereignty, symbols, and institutions of the UAE, refraining from any content that might disrespect or challenge them.
  3. International Policies and Decisions: The content of films must align with the policies and decisions of the UAE at an international level, avoiding any actions that could harm the country’s foreign relations.
  4. Cultural and National Values: Films must pay homage to the culture, civilization, national identity, and values of the UAE community, fostering a sense of unity and belonging.
  5. Social Cohesion: Films should avoid displaying information that may offend, disrupt national unity, incite violence, hatred, or discord in society. They should also not undermine the UAE’s legal and economic systems.
  6. Justice and Security: Films must refrain from exploiting or abusing concepts related to justice and security, ensuring that these themes are not misrepresented or misused.
  7. Privacy and Personal Lives: Respect for privacy rules and individuals’ private lives is essential in film content to protect personal rights.
  8. Avoidance of Misinformation: Films should avoid broadcasting rumors, false or misleading news, or any content that may incite criminal activity.
