“My career, spanning over four decades in the fields of tolerance and peace, reflects a journey marked by visionary leadership and strategic contributions. Rooted in the teaching of peaceful coexistence in the UAE, my journey began with a solid educational foundation in mechanical and aeronautical engineering from France. Expanding my horizons, I undertook coursework in international affairs at Tufts University, pursued a Master of Arts in Political Science at La Haye Applied Science University, Netherlands, and engaged in a Diplomatic training program at Zayed University, UAE.
Additionally, I honed my leadership acumen through the “Leadership through Diplomacy program” at Georgetown University, USA, and pursued an International Defense Management course at the Naval Postgraduate School, Monterey, California. Critical turning points in my professional trajectory encompassed dedicated service in the UAE Armed Forces. My leadership journey further evolved during my roles as the Deputy Military Attaché of the UAE Embassy in Washington, D.C., and later in London.
Subsequently, as a member of the Federal National Council of the UAE from 2011 to 2018, my commitment to leadership deepened, paving the way for one of the most pivotal phases—the presidency of the Arab Parliament for two consecutive rounds (2012–2016). Here, I showcased exceptional leadership, a precursor to subsequent influential roles, notably the founding of the Global Council for Tolerance and Peace in 2017.” said H.E. Ahmed bin Mohamed Al Jarwan.
He further added, “Currently, I hold various positions, including the President of the Arab Experts Union, President of the Paris Forum for Peace and Development, President of the Executive Office of the Arab Federations’ Forum, and President of the Fundación for Islamic Culture and Religious Tolerance. In addition to these roles, I have the honor of leading the Refugees Committee under the Executive Office of the Arab Federation, which belongs to the Arab League.
I embody a steadfast commitment to diplomacy, collaboration, and the resolution of critical issues such as underdevelopment, human rights, and security. Through these efforts, I have emerged as a global leader dedicated to the promotion of tolerance and peace.”

He says, “As the founder and president of the Global Council for Tolerance and Peace, my personal beliefs and early influences play a fundamental role in shaping both my leadership approach and the direction of the Council. Raised on the teachings of peaceful coexistence in the UAE, I have always been guided by a commitment to fostering understanding, tolerance, and harmony among diverse communities. My journey, marked by over four decades of contributions to tolerance and peace, reflects a deep-seated belief in the transformative power of these values.
Influenced by a strong educational background in aeronautical engineering, diplomatic and international affairs, I recognize the importance of knowledge and diplomacy in addressing global challenges. My experiences in the UAE Armed Forces, subsequent roles as Deputy Military Attaché at the UAE embassy in the USA, then in the UK, followed by my membership in the Federal National Council, and as the president of the Arab Parliament, have provided valuable insights into the complexities of international relations and the need for collaborative solutions.
These early influences have profoundly shaped my leadership style, emphasizing inclusivity, strategic collaboration, and a dedication to addressing critical issues. The Global Council for Tolerance and Peace, founded in 2017, is a testament to these principles. “The Global Council for Tolerance and Peace, an international platform committed to the principles of tolerance and the promotion of noble human objectives, was formally established in November 2017 in Valetta, Malta. This pivotal moment marked the signing of headquarters, privileges, and immunities agreements with the government of Malta, designating it as the official headquarters of GCTP.
Operating within a framework of democratic principles, GCTP draws inspiration from International Law and Covenants to shape its organizational structure. The primary mission of GCTP is to propagate the culture of tolerance and peace, addressing contemporary challenges to global harmony. This objective is pursued through various components, with a particular focus on the International Parliament for Tolerance and Peace (IPTP) and the General Assembly for Tolerance and Peace (GATP).
The IPTP, a cornerstone of our council and an observatory member of the Interparliamentary Union (IPU), is a dynamic assembly comprising approximately 100 state members. It serves as a crucial platform for parliamentary dialogue and cooperation among nations, fostering collaboration to address pressing global issues.
In parallel, the GATP is a vital organ of GCTP, bringing together more than 50 academic institutions, non-governmental organizations (NGOs), and individuals. This diverse assembly plays a pivotal role in shaping global policies that advance tolerance, inclusivity, and peace.” He stated.
Ahmed further added, “Among the numerous initiatives undertaken by the Global Council for Tolerance and Peace, one that I believe has had a particularly profound impact on fostering global peace and tolerance is the establishment and launch of the International Parliament for Tolerance and Peace. This initiative, launched in 2018, has been instrumental in bringing together MPs representatives from over 100 countries.
The International Parliament for Tolerance and Peace serves as a unique platform for global parliamentarians to engage in dialogue, share perspectives, and collaborate on issues related to tolerance and peace. By facilitating international cooperation and understanding, this initiative contributes to breaking down barriers, promoting cross-cultural communication, and fostering a sense of shared responsibility for addressing global challenges.
The inclusivity of the International Parliament, with its diverse representation, aligns with the core values of tolerance promoted by the Council. It provides a space where nations can work together to address common concerns, promote human rights, and combat discrimination and extremism. Today, the International Parliament is partnering with many regional parliaments such as the Arab parliament, Pan-Africa, Palatino, ASEAN parliament, and many other national parliaments.
On the other hand, the General Assembly for Tolerance and Peace, established on September 23, 2019, at the UN headquarters in New York during the UN High-Level Forum on Peace, has achieved significant milestones in advancing its mission of promoting tolerance and peace globally. Today, with over 50 academic institutions and NGOs joining its ranks, the General Assembly has emerged as a dynamic hub for collaborative efforts. Notably, the Assembly has pioneered the establishment of an Academic Advisory Board comprising esteemed professors worldwide. This Board has been instrumental in developing a groundbreaking master’s program in Tolerance Studies and Global Peace—the first of its kind. This innovative program is now offered as a double degree in partnership with a Spanish university, with the Council awarding 30 scholarships to deserving candidates.
In addition to its educational initiatives, the General Assembly has made substantial contributions to the intellectual discourse on tolerance and peace. It proudly published its inaugural book, “Paths to a Culture of Tolerance and Peace,” offering valuable insights and perspectives on fostering understanding and harmony. Undeterred in its commitment to knowledge dissemination, the Assembly is currently in the process of publishing another impactful book titled “From Idea to Reality: Fostering the Wealth of Refugees.” These publications reflect the Assembly’s dedication to sharing innovative ideas and practical approaches that contribute to the advancement of global peace and the cultivation of a culture of tolerance.
In summary, while all initiatives of the Global Council for Tolerance and Peace are significant, the establishment of the International Parliament for Tolerance and Peace stands out as a powerful mechanism for promoting global understanding and collaboration in the pursuit of lasting peace.”
Revitalizing Arab Parliament & Achieving Objectives
Changes are crucial in every organization so that people can achieve their end goals and missions. To know the changes H.E. Ahmed bin Mohamed Al Jarwan aims to bring, we asked, “In revitalizing the Arab Parliament’s structure and mission, what do you consider to be the most significant changes you’ve implemented, and how have they contributed to the organization’s objectives?”
He started by saying, “Revitalizing the Arab Parliament’s structure and mission during my tenure as its president involved several significant changes that aimed to align the organization with contemporary challenges and enhance its effectiveness in achieving its objectives. After being elected as a member of the National Federation Council of the UAE, I represented the Sharjah Emirate in the Arab Parliament. In 2012, I was elected as the first president of the Arab Parliament during the most difficult and sensitive time in the Arab region, marked by conflicts and geopolitical complexities, and then renewed for a second tenure.
This period is considered one of the most important periods for the Arab Parliament, as it is the period in which the status of the Parliament was changed from transitional to permanent, necessitating intensifying visits to Arab countries and regional parliaments and extending the relationship with the League of Arab States for the purpose of activating its activity on the Arab, regional, and international scene to achieve the goal for which it was established.”
“Another change was the restructuring of committees, particularly the Foreign Affairs, Political Affairs, and National Security committees. By strategically positioning these committees, we were able to address a broader spectrum of issues, including underdeveloped Arab countries, women’s and human rights, Arab security, and youth empowerment.
Another critical change involved redefining the Arab Parliament’s role in the international arena. Through the signing of numerous Memoranda of Understanding with key international entities, such as the League of Arab States, the Pan-African Parliament, and the Association of Senates, Shoora, and Equivalent Councils in Africa and the Arab World, we strengthened cooperation and communication on a global scale. This move elevated the Arab Parliament to an essential participant in various international parliamentary organizations, fostering collaboration and mutual understanding.” he continued.
Ahmed further stated, “I focused on initiatives related to human capital development, organizing workshops and training programs to support Arab women and address critical issues. This emphasis on capacity-building contributed to a more inclusive and empowered Arab society, aligning with the organization’s broader objectives.
Among the notable achievements during my presidency of the Arab Parliaments, I successfully secured observer status for the Arab Parliament in the Union of Councils of Member States of the Organization of Islamic Cooperation. This milestone elevated the Arab Parliament’s standing and facilitated increased collaboration within the broader Islamic community.
Furthermore, I played a pivotal role in the Arab Parliament’s engagement with the draft statute of the Arab Court for Human Rights, demonstrating a commitment to advancing human rights and legal frameworks within the Arab region.
Under my leadership, the Arab Parliament demonstrated a commitment to inclusivity and regional cooperation by organizing sessions outside its temporary headquarters in Egypt. Sessions were successfully held in the Hashemite Kingdom of Jordan, the Kingdom of Bahrain, the Republic of Djibouti, and the Republic of Tunisia. These efforts not only expanded the Parliament’s outreach but also fostered a spirit of collaboration among member states.
A particularly significant initiative was the Arab Parliament’s session in the Republic of Tunisia, where it convened in solidarity with Tunisia’s efforts in combating terrorism. This demonstrated my dedication to addressing critical regional challenges and leveraging the Parliament’s platform to support collective endeavors for peace and security.
By championing reconstruction and development projects for underdeveloped Arab countries and emphasizing the importance of women’s and human rights, I aimed to position the Arab Parliament as a catalyst for positive change in the region. The strategic changes implemented during my presidency played a vital role in enhancing the organization’s impact, visibility, and recognition regionally and internationally. Through these efforts, the Arab Parliament became an active participant in shaping discussions on crucial matters, ranging from political affairs to human rights, contributing significantly to the organization’s overarching objectives. Overall, my tenure as the president of the Arab Parliaments was marked by diplomatic achievements, legal advancements, and a commitment to regional collaboration on issues of paramount importance.”

One significant challenge has been the varying priorities and perspectives of different nations, each with its unique geopolitical considerations and historical contexts. To address this, I adopted a diplomatic approach that emphasizes dialogue, understanding, and finding common ground.
One key strategy has been the promotion of inclusive and open discussions. By providing a platform for diverse voices to be heard and fostering an environment where nations can express their concerns and perspectives, I aimed to create a sense of shared ownership in the pursuit of tolerance and peace. “Advocacy for youth and women’s rights is a cornerstone of your philosophy. Is there a particular initiative that you’re currently passionate about that promises substantial change for these groups?”
“Advocating for youth and women’s rights has always been a central aspect of my philosophy, and one initiative that I am particularly passionate about is the empowerment of women and youth through education and economic opportunities (The first committee that was established under the International Parliament for Tolerance and Peace was women and youth empowerment). I believe that investing in education and providing economic avenues for women and youth can lead to substantial and transformative change.
In 2022, we organized, in collaboration with the Parliament of the Union of Comoros, a conference entitled “Youth and Peace,” reflecting the role of youth in decision-making and serving the economic development of the country.
Other initiatives focus on creating programs and opportunities that empower women and young people to pursue education and skill development. By providing scholarships, vocational training, and mentorship programs, we aim to break down barriers that may hinder their access to quality education and career advancement. This initiative aligns with the broader goals of fostering inclusivity, equality, and sustainable development. We have offered 30 scholarships to students worldwide to study at UCAM University in Spain, pursuing a Master’s in Tolerance Studies and Global Peace.
Moreover, supporting entrepreneurial endeavors led by women and youth is a key component of this initiative. By facilitating access to resources, mentorship, and networks, we aim to enable them to establish and grow businesses. This not only contributes to economic development but also empowers individuals to become leaders in their communities.
In addition to educational and economic empowerment, we emphasize raising awareness about the importance of gender equality and youth participation in decision-making processes. By advocating for policies that promote equal opportunities and representation, we aspire to create a societal shift toward recognizing the inherent value and potential of women and youth.
The ultimate goal is to create a ripple effect, where empowered women and youth become agents of positive change in their communities.
