Driving Programmes in the UAE refute Allegations of Intentional Licence Violations.

Maha L., an Emirati resident, failed her driving test nine times. Angry, she decided to try her luck at driving lessons in a different emirate, and she succeeded on her first attempt. I felt as though my first-grade teacher purposefully tried to make me fail, even though I completed all of my assignments correctly. She remarked, “I don’t understand how I could pass in another emirate on my first attempt after failing nine times there.”

Rumors have been going around for a while that some driving schools in the United Arab Emirates are purposefully failing their students to charge them more. While some students have transferred schools, others have voiced their dissatisfaction with the driving license application process. Driving schools in the UAE, however, have all denied intentional failure.

To be granted a driving licence in the Emirates, a citizen or resident must apply to and fulfil a number of requirements from a registered driving institute. Opening a traffic file at one of the authorised driving centres is the first step in this process. Driving schools require their students to pass a battery of exams administered by the traffic department. This consists of a theoretical exam to gauge their knowledge of traffic regulations and a yard test to gauge their aptitude for parking maneuvers. They also need to pass an assessment exam and an on-road driving exam to prove that they can drive safely in actual driving situations.
